      What it should be doing: The final 'bloom' effect should stack. If it worked properly 2 stacks should heal for 20k, 3 stacks for 30k.
      What it's currently doing: Currently 1 stack heals for ~10k and 2 stacks heal for ~12k and 3 stacks heal for ~13,8k

      As feral or resto? Just curious to which spec you're referring to. If feral I could see why it should be scaled up more because 13k isn't a lot. I also just tested this on my feral with one spec including Nurturing Instincts (Increases Healing spells by 100% and increases healing received in cat form by 20%) and one excluding it. The one including it I healed 13k final tick with 3 stacks out of cat form, 15k final tick in cat form. I then tried it without the talent and I healed 5.7k final tick with 3 stacks.. I'll upvote this because I think the scaling is pretty wrong on lifebloom.

      Also I'm not sure about the final tick supposed to heal 30k, I think 30k may be too much, but it's definitely not 13k.

      I tested this as resto with 10010 spell power however, it doesn't matter which spec since the 'bloom' is unaffected by talents excpet Nurturing Instincts which increases healing received while in cat form by 20 %. The current problem is that the difference between 1 stack and 3 stacks is too small. As resto the final bloom should heal around 20k. The big problem for resto is that the bloom effect is unaffected by talents whatsoever. If that gets fixed it's somewhat fine.

      The healing it does as feral is fine and shouldn't be higher.
